Iran’s parliament approves penalties for unlicensed art

🎭 Owrang Editorial · November 2, 2026 · Owrang Weekly #26

IranWire reports that Iran's parliament has approved an article of a bill on "countering foreign influence" that sets penalties for artists and producers. Members passed Article 27, with amendments, in a virtual open session on Sunday, November 1, 2026. Under it, online activity and the making of films, series, documentaries, theatre, music and books can bring six months to five years' loss of social rights if a court finds the work was supported, directed or trained by a "foreign agent". Works judged to question religious rulings or to give an "untrue" picture of society and the achievements of the Islamic Revolution also carry penalties, and those who license or publish them could face permanent loss of social rights and fines. Authors, producers and directors of foreign-backed works face six months to five years' ban from artistic activity and multiple-fold fines. Making a work without a government permit, or against its terms, can bring the same ban and a fine, and prosecutors may halt productions. According to IranWire, the vague wording makes prosecution of critical and independent work more likely. The bill was introduced in July 2025, and its outline was approved in August 2026 with 183 votes.
