Pathology of Afghanistan's Cultural Policy Cycle

This is an academic article examining cultural policy in Afghanistan during the two decades of the republican system, from 2001 to 2021. It asks how cultural policymaking functioned under that government and what results it produced. The central argument is that while the republican era achieved measurable quantitative gains across education, media, and the arts, the overall process of cultural policymaking had significant limitations or shortcomings that qualify those successes. The article assesses the institutions and frameworks through which cultural policy was formed and consolidated during this period.
